Scooping the pot is a term used in High-Low games where a high hand and low hand can be made in the same hand. Where this happens, both players would split the value of the pot between them. To qualify for a low hand all cards must be 8 or lower.
Scooping the pot is the term used where there is only one winning hand (as opposed to two) and one player takes down the entire pot.
One possible reason that high-low variations are not as popular as poker players in general do not want to split the pot with other players.
